Chief Magistrate Ngaio Emanuel visited the Sir Wright F. George Police Academy on Tuesday, June 9, delivering a comprehensive lecture on criminal practice and procedure within the Magistrate's Court, as well as the provisions and application of the Child Justice Act.
The session gave recruits detailed insight into court processes, evidential requirements, case management, and the legal framework governing matters involving children and young persons. The lecture forms part of the Academy's ongoing efforts to prepare recruits for the practical realities of policing and their future interactions within the justice system.
Chief Magistrate Emanuel stressed that effective policing extends beyond knowledge of laws and procedures. Sound judgment, integrity, and a genuine commitment to public service are equally essential, she told the recruits. She outlined three guiding principles for every police officer: integrity when no one is watching, courage with discipline, and service before ego.
She reminded recruits that public trust is earned through accountability and ethical conduct, urging them to remain steadfast in their commitment to fairness, professionalism, and compassion throughout their careers. Policing, she noted, is not merely the exercise of authority but the responsible and humane application of the law in service to others.
The lecture followed an earlier educational visit by the recruits to the St. John's Magistrate's Court on June 3, where they observed live court proceedings and gained firsthand insight into the daily operations of the Magistrate's Court. The visit allowed them to witness the administration of justice in action and deepened their understanding of the critical role the judiciary plays within the criminal justice system. It also reinforced the importance of thorough investigations, accurate documentation, and professional courtroom conduct.
The Royal Police Force of Antigua and Barbuda, along with the Commandant and staff of the Sir Wright F. George Police Academy, extended appreciation to Chief Magistrate Emanuel for sharing her expertise with the recruits. Her contribution, the Force noted, reflects the strong partnership between the police and the judiciary in advancing justice and promoting professional standards within the organisation.
